Glasses, head coverings, expression and children
Glasses: Eyes must be perfectly visible: no reflective or tinted glasses, and frames must not be too large or sit too close to the eyeline. Applicants who normally wear glasses may remove them for the photo to avoid any risk of rejection.
Head coverings: The face must be totally uncovered: the forehead, chin and the area towards the ears must all be visible.
Expression & pose: A neutral facial expression, with the mouth shut and no smiling.
How to take and crop the photo
Crop a photo to the official Belgium spec and check the head height as you go — free, and entirely in your browser.
- Take or choose a photo shot straight on, from about arm's length or further, in even light with no shadow falling on the face or the wall behind it. Phone selfies taken close up distort the face and are a common rejection reason.
- Drop the photo into the tool above. Nothing is uploaded; the file is read directly by your browser.

Why Belgium photos get rejected
Drawn from the official guidance rather than guesswork. Most rejections are not about dimensions at all:
- Tinted or reflective glasses obscuring the eyes
- Forehead, chin or ears hidden by hair or a head covering
- Smiling, or a non-neutral expression
- Head or shoulders not straight and facing the camera
Background colour and other notes
FPS Foreign Affairs' own passport page sets out four qualitative rules and states the photo must meet ICAO standards, but the live HTML page does not itself give a millimetre size, background colour or recency limit — those figures exist only in downloadable French and Dutch PDFs. Every attempt to fetch those PDFs, on both the central diplomatie.belgium.be domain and embassy sub-sites, was blocked by the target's own robots.txt rules, so the commonly quoted 35 × 45 mm figure could not be independently confirmed and is left blank rather than assumed. The same page notes that many Belgian municipalities, consulates and embassies photograph the applicant on the spot, so a large share of applicants never need to source a photo of their own at all.
